Unless you're dropping hundreds or maybe thousands of dollars (depending on country and bonuses at time of purchase) it's unrealistic for a city to advance through the ages and be filled with only events unless they've been playing for enough years to acquire events greater then their city space Unless you're camping for an extended period of time you need to be able to fill up your city space with something. It's also not a bad thing if you have room in your city that can't be filled entirely with the smaller things as it gives additional options until you can gain more of those smaller buildings. Something being big isn't necessarily a bad thing if it's a lot easier to obtain and in higher quantity.
